Programming Menu from Tools Not Available
The "Programming" and all features are not available. I read that "to work with Visual Basic or C# code, Microsoft Visual Studio Tools for Applications (VSTA) is required. The system I use is from the US Air Force, USAF Standard Desktop Configuration v3.1 (Windows 2007 w/Office Pro 2007), which had everything installed except the Microsoft Core XML. I added the .NET to InfoPath by changing the Office installation, I installed the Core XML Services 6.0 and added InfoPath to the .NET Applications; however, I still do not have the Programming menu or any programming/code features within InfoPath 2007 when I'm designing a form.
Does anyone have the 'fix', so I may enable programming?

I work for the US Army and I am having the same problem. I found that when logged in with my System Administrator account, the Programming menu is available, but when logged in as a regular user it is not. I was told that it is probably a security restriction related to Group Policy settings or a Registry setting. I found that I had to change a setting in my registry under my regular account's SID (under the USERS tree). The key I changed is under Software\Policies\Microsoft\Office\12.0\InfoPath\Designer\RestrictedFeatures\CodeAllowed. It was set to 0. I changed it to 1.
