Cellular Emulator is a software-based emulator to aid developers and testers in developing and testing their software under the Windows Embedded CE and Windows Mobile platforms. The design goal of Cellular Emulator is to replace the radio module in both development and test environments. The advantage of Cellular Emulator is that it provides not only voice but also data connectivity. Moreover, Cellular Emulator is a powerful tool to test various applications under different wireless network conditions in GSM/GPRS and/or UMTS networks.

Cellular Emulator doesn't work on x64 machines
Keep in mind though that Cellular Emulator only works on x86 machines something that's is been failed to be documented so far..

More on the x64 issue...
The lack of a 64-bit-compatible version is really making itself felt now that driver and software support for x64 is otherwise very good, and there is no reason when buying a new machine (or performing a clean install of Windows on an exisitng x64 machine, as I recently did with Windows 7) not to go for 64-bit Windows.
The Cellular Emulator is surely too useful a tool to be allowed to quietly slip off the map as the world embraces 64-bitness, so I hope something will be done about this soon.
