- [in] long that specifies the offset from which to start.
- [in] long that specifies the number of characters to extract.
- [out, retval] Pointer to a BSTR that receives a reference to the substring.
Returns S_OK if successful, or an error value otherwise.

If the sum of the offset and Count parameters exceeds the number of characters in the object, then an error is returned.
