Full Error Text: The VC++ Debug Monitor is not correctly installed and running on machine “xxxxxxx”.

This means that as remote debugging was beginning, it found the remote machine “xxxxxxx” but that machine was not running the debug monitor. Start the debug monitor on the remote machine before beginning the debug process.
