WebProxy Constructor

Initializes an empty instance of the WebProxy class.

The default constructor initializes an empty instance of the WebProxy class with the Address property set to Nothing.

When the Address property is Nothing, the IsBypassed method returns true and the GetProxy method returns the destination address.
