Windows-1252 character set?

Though the "left side" / "right side" single and double quotes from decimal 145 through 148 on this page render as "straight up" glyphs, it appears that VBScript is in fact using the Windows-1252 character set.

I checked every glyph present, so the only departure from Windows-1252 would have to be in the blank cells shown here.
