Registration info

You must have a Microsoft account (formerly known as Windows Live ID) to register for Dev Center. If you don’t already have a Microsoft account, you’ll be asked to create one before you register. To create one, go to Microsoft account setup.

An annual Dev Center subscription is $99 USD plus any applicable tax. For that, you’ll get to submit unlimited paid apps to Windows Phone Store. You can also submit up to 100 free apps. Click here to Join.

Important Note:
Paid apps can’t be submitted in all markets. To see a list of countries and regions that support Dev Center Registration and payout, see Regional info.

The following sections are the steps for completing the registration process.

Start by selecting between a Company or Individual/Student account.

Company: Select Company if you’re registering on behalf of a corporation, limited liability company (LLC), partnership, or other company legally registered with your local government. Note that future changes to your first, last name, or publisher name will require account reverification (apps can’t be submitted during reverification).

You must complete the following actions to activate your company account:

• Complete registration and pay the subscription fee.

• Complete the Microsoft Account Validation Process.

Completing the Microsoft Account Validation Process involves the following steps:

1. Your company will receive an email from Symantec that contains a link to verify the account. This mail will be sent to the approver email address specified during the registration process in the Approver info section.

2. Click the link to validate the email account.

Some additional notes on the Microsoft Account Validation Process:

• To ensure the quickest activation, the Corporate Approver must respond with their approval. It’s important to note that if the Corporate Approver rejects the link sent to their email, the account will be canceled.

• Symantec will request the appropriate documentation if necessary.

Individual or Student: Select Individual if you’re an individual developer. Select Student if you’re a student with a verified DreamSpark account. You can get a new DreamSpark account during registration. At this point, you’ll be required to provide proof of your student status. There’s no annual membership fee for if you purchase the subscription using DreamSpark. You’ll receive a verification email from Dev Center to validate your email account.

Important Note:
After you complete the registration process, you can’t change the Account type for your account. If you need to use a different account type, you’ll need to go through the registration process again and pay for a new membership using a different Microsoft account. The Microsoft account validation process will also need to be completed for the new account.

If you create a new account and want to move your apps from the previous account, you’ll need to unpublish any published apps and submit them for certification in the new account. After your apps have passed certification in the new account, they can be published under the new account publisher name. Any ratings or reviews associated with the previous publication won’t be applied to the publication from the new account.

Enter the necessary contact info (name, address, phone, email, etc.), and then create a Publisher Name.

Publisher Name is the name users will see on their phone. Publisher names are unique and will be verified during the registration and Microsoft account validation processes.

For Individual and Student accounts, you can enter your name or your Doing Business As (DBA) name. For Company accounts, enter the legal name of your business as it’s registered with your local government. A DBA name is also acceptable. For Company accounts, Symantec will use this name during the identity validation process. Please ensure that all of the company documentation aligns with the company’s Publisher Name entered.

If you receive a publisher name conflict error message, the error indicates that the globally unique publisher name you provided is already in use on Dev Center. Your options are either to provide a new publisher name or to dispute the use by someone else if you have rights to the publisher name.

Important Note:
PayPal and DreamSpark are available in limited markets.

To purchase a subscription, you can pay by credit card or PayPal.

If you’re having trouble with this step, keep in mind that many registration errors occur because the country, region, or information entered on the Personal Information page doesn’t match the information associated with the credit card. If you’re unable to register and you know your credit card is valid, check for the following:

• The name on the card should match the name of the individual.

• The credit card address should match the billing address in the records of the credit card’s issuing bank.

• Contact your financial institution.

If you’re a student and have a DreamSpark account, select the DreamSpark verified student option to set up a free Dev Center account (we must confirm your DreamSpark status first).

If you have a promo code, redeem it by entering the code in the field.

You may be required to provide a value added tax (VAT) identification number (VAT ID). This identifier is used in many countries/regions —particularly those in the European Union (EU) —for the purposes of value added tax. For more info, see VAT info.

To receive money for your app and in-app purchases, select a method of payment.

After you select checking or savings, when entering your Account holder name, be sure it’s the same as the name on your bank account.

Linking Dev Center to PayPal is as simple as providing your PayPal email address.
