StateTargetBid Data Object
Defines a sub geography, specifically a state or province to target, and the percentage used to adjust the base bid.

The percent amount by which to adjust the base bid if the user is in the targeted sub geography.
Supported values are negative ninety (-90) through positive nine hundred (900).
Set this element to true if you want to exclude the location from targeting.
The default value is false, and the specified location will be included in the target.
