The What's This button is not displayed in the form's title bar if the WhatsThisButton property is set to true (.T.) and any of the following are true:

The form's WhatsThisHelp property is set to false (.F).

The form's BorderStyle property is set to 0 (None).

The form's MinButton property is set to true (.T.).

The form's MaxButton property is set to true (.T.).
