Initializes a new instance of the BinaryReader class based on the specified stream and character encoding.

The input stream.
- encoding
- Type: System.Text.Encoding
The character encoding to use.

| ArgumentException | The stream does not support reading, is a null reference (Nothing in Visual Basic), or is already closed. |
| ArgumentNullException | encoding is a null reference (Nothing in Visual Basic). |
